Members of the St Stephen's School Council

St Stephen’s School, is a body corporate, incorporated under the provisions of the Uniting Church in Australia Act 1976 (WA) and is greatly blessed by a competent, committed and generous School Council. The Chair of Council is appointed by the Synod of the Uniting Church on nomination of the Council. Our Council is responsible for the governance of St Stephen’s School and appoints the Principal to take responsibility for the leadership and management of our School.


St Stephen’s School Council members are volunteers who passionately contribute their exceptional professional skills to the good governance of the School. The Council members provide a broad range of corporate skills and experience at a senior level – including financial, governance, educational, legal, planning and technical - to ensure our School has exceptional governance.

Kevin is a Partner at KPMG and has over twenty years’ experience providing risk consulting and assurance services to clients ranging from small corporates to large national and international companies.

Kevin’s extensive commercial managerial experience includes being a CFO, Superfund Trustee, Chair of a not-for-profit organisation, numerous Director and Committee positions as well as his current role in charge of KPMG Perth's Internal audit risk and compliance division. 

Kevin is married to Colleen and they have three daughters attending St Stephen’s School. 

brian handley



As Deputy Chair of St Stephen’s School Council, Dr Brian Handley is a marketing professional with more than 30 years of industry experience, having held senior management roles in Banks/Credit Societies, the Health Industry, Transport and Education. Brian has served on boards in banking/mutuals, health and education. Additionally he works in a pro bono capacity for the benefit of local and international service organisations.

Brian lectures at both Curtin and ECU and is the recipient of National industry Bank/Credit Society Marketing awards, winning the Curtin University Student Guild ‘Excellence in Teaching Awards’ in 2011. He is published in academic journals and has presented numerous international conference papers. Brian is married to Katherine and both of their daughters are graduates of St Stephen’s School. Brian and family are members of Trinity North Uniting Church.

As well as serving the School as Deputy Chair of Council, Brian sits on the Committees for Finance, Planning and Governance & Policy.

michael charteris



Michael is a Quantity Surveyor, Contract Administrator, Adjudicator and Expert Witness. He has worked for over 25 years within the WA commercial building industry on projects of up to $110M.

He is a member of the Australian Institute of Quantity Surveyors, Australian Institute of Building, Institute of Arbitrators and Mediators Australia, and the Society of Construction Law Australia. Michael has a passion for building construction and serving God, and along with being a Member of Council is also the Convenor of the Council’s Planning Committee.  

Michael is married to Janelle and they have two children who attend St Stephen’s School and an older son who graduated in 2010. Michael and his family are members of the Wembley Downs Church of Christ where he has served as the Treasurer and a member of the Board.

Mike is a Partner of Deloitte.  He is responsible nationally for Deloitte’s Oil and Gas practice and leads the Western Australia Consulting business.

During his consulting career Mike has had extensive experience both nationally and abroad including strategy development, organisation redesign, business model design, supply chain optimisation, performance management and technology enabled solutions focused on insight and productivity improvement.

Mike completed his Bachelor of Commerce at University of Western Australia. He is a Chartered Accountant and a Fellow of Leadership WA.

Mike joined St Stephen’s Council in 2011 having previously participated on the Finance Committee, of which he is now Convenor. He is married to Irma and they have two boys, Joshua and Daniel, who attend St Stephens School.

Mike and his family attend Trinity North Uniting Church.

jenine owen



Jenine joined our School Council in 2015 and is a qualified Chartered Accountant with experience in a range of aspects of accounting, auditing and financial management including corporate governance, financial consulting, hands on treasury accounting and project management.

With a strong Business Analyst, Financial, Management Accounting and Governance background, Jenine’s experience has been obtained in a range of international companies in Australia, England and Zimbabwe.

She has also worked in a variety of industries including professional services; pharmaceuticals; software and Oil and Gas and is currently an Auditor (Governance Risk and Assurance Advisor) with Shell Australia Pty Ltd.

Jenine is married to Matthew and they have two children at St Stephen’s School, one in the ELC and the other in Primary. The family worships at Trinity North Uniting Church.

Tim joined our School Council in 2015 and brings with him a wealth of experience in leadership and innovation. He has worked with some of the technology's industries most respected and at times fastest-growing companies both nationally and internationally, such as Dropbox, muru-D, JMARK, Spacecubed, SEQTA, HealthEngine, and Annitel. There, and in his role at Evolve Leadership, Tim has worked with entrepreneurs, executives, companies, and communities, helping them to form, launch and maintain strategies aimed at growth, speed, scale, sustainability, and value creation.

Tim is also a former chaplain and elected member of local government, and maintains his community involvement - particularly in the area of not-for-profit organisations. Tim is married to Vicki, they have two children attending St Stephen’s School, and as a family they worship at True North Church.
